I don't want to discredit the possibility that I might've misunderstood it (I don't want to accuse Covert of anything bad when it might be my fault), but I'm tempted to say that at the very least there's been some miscommunication happening somewhere.

The thing that I never understood was that Covert was banned for what happened to Hive as one of the reasons a month prior, and was made known, and nothing was done about until around the time I was a trial mod. It always felt like his ban, for that reason, was retroactive.

The delay with finding out all of the details was long enough that Covert, once we were capable of reaching the decision, had gone inactive. So the choice was: wait for his return, and revisit the issue, or simply ban him when he lacks a chance to defend himself. The former course of action was chosen.

I'm not sure how to answer that question with any certainty. As for your 'what's changed' question, I've attempted to branch out to those that I've offended and hurt with my dickbaggery, and I believe it's progressed for the better. Similarly, back then, it was all about the drama. Having people all up in a ruckus about me wasn't fun, but it was something to do.

I'm just here to have some spessmans, work on Vaurca, and be a productive lore-team/general advice person for anything, now. I don't want there to be any more drama.

The ways I treated people in the past are inexcusable, and my attempts to shrug off ownership that I, indeed, fucked up is even worse. I don't intend to ever regain any form of power here, and I never thought that my general presence made people uneasy. I like to think I made a lot of friends here, and I want to attone for my mistakes in the past and make more.

Essentially; I want to prove that I am not a total dirtbag.

There has been some delay in coming to a definitive staff answer for this. Your actions left a bitter taste in many people's mouthes, and a bit more further debate is likely required before we can come to a consenseus. Sorry, but this isn't really something we want to rush or leave underthought.
