Minor ninja cloak rework

Ninjas are presently most powerful when they utilize emergency power generators and spam their teleporter to go extremely fast, be mostly untouchable, and can sustain this basically infinitely. This is VERY loud, and more often than not annoying as hell when abused. It is becoming increasingly rare to see a ninja utilize their most interesting and ninja-like aspect - their cloak. The reasons for this are pretty obvious. It's almost as loud, consumes an immense amount of power, and can be deactivated quite easily by external forces. Also, it can't be sustained with emergency power generators because activating hardsuit modules decloaks you.

To make the cloak worth its cost and make it a proper alternative to spamming teleport, this suggestion is to simply remove its powerdrain and noise altogether. At the same time, firing weapons or activating hardsuit modules while cloaked should be made or remain impossible to prevent the obvious abuse that would come of a permanently cloaked dude with a big gun.

I can get behind significantly reducing the cost of it to maybe half or less, but if you make it able to last indefinitely for free it's going to be impossible to find a ninja without getting a lucky EMP.

You might think that you could eventually bump into them, but if for instance the cloaked ninja lays down it is nearly impossible to locate them unless you start spraying your eye on rifle everywhere. They could just lay down in some corner of security and wait for 10 minutes or more.

The powersink itself is also incredibly loud and VERY VERY VERY slow. Why would you not just carry around a cell you find at tool storage and swap it out when needed?

How about I buff up the powersink to make ends meet too, so it's a viable option?  If it's loud and forces you to be stationary for a long time, it should be really good.  The emergency power generator did a good thing and move ninja rounds away from standing in maint forever succing power.  Well, nothing else was updated to fit the new dynamic.

I'd support this, but it's not that hard to use the cloak in my opinion. All you need to do is activate your EPG, have 9k power and then use your cloak to waltz around the place. It drains 50-100 power per second which I think is fine. This means that, at max, you'll have only 1 minute and 40 seconds to be fully invisible or  3 minutes and 20 seconds, but the player usually teleports away into maint, use their EPG a few times to get out of low power (3k and such) and get back to high-power so they don't have to worry about accidentally decloaking. I think the short time you have for being cloaked is nice, and makes sure the ninja can't be cloaked for 5-10 minutes, only losing 10 or 20 power every couple of seconds; this forces you to actually give a shit about being cloaked and think about juking correctly.

One thing, how is the Cloaking actually loud?

The swoosh sound of the stealth cloak deactivating was set to volume 75/100, which means you could head it from across rooms and through several reinforced walls.  I reduced it to volume 10.

Oh, nice. It's not much of a problem in my book and would allow people to know something's going on and there might be someone watching them, but ok.

If the ninja is close enough to see you, you might be still able to hear it, but you shouldn't be able to hear it from offscreen anymore.  You know how you can hear doors opening and closing even from off your screen? That was the problem with ninja's noise level.
