Is the rule against aliens being captain, other than skrell, due to specifically racial apartheid by NT or is it the result of systemic oppression instead? People argue either way but i have not found a clear answer. Sometimes when my xenos became acting cap i had people say it was actually against regs.

From what I believe, it seems to be more due to systemic oppression, even if we let aliens be most of the head of staff position. Also, it is not really against regulations, but I can imagine that humans or skrell should/would be prefered over other species to be acting captain, but that is up to the crew.

There's legislature and/or practices limiting the prospects of advancement for Unathi and Tajarans? It's easier to imagine for IPC's, Vaurca, and Dionae.

I don't think so, but nothing is forcing NanoTrasen to hire them to be captains or something. So, I believe it is more of an unofficial thing.

In my mind it was always more of unspoken rule ICly. Like NanoTrasen doesn't ever come out and say "we only hire Skrell and Humans to the highest levels of our company" but if you look at who they employ that's very obviously what they're doing. So no, it wouldn't be against regulations in that case to have a xeno acting Captain because there isn't an actual law in place. If that character tried to pursue a permanent Captain position, however, they'd probably find themselves dismissed or surreptitiously overlooked in favor of Humans and Skrell.

That's just how I'd reasoned through it, though.

I would not like to see Taj or Unathi captains. The culture and climate of our in-lore setting simply does not logically lend themselves to this. In fact, I feel quite strongly that we are currently too permissive of aliens in command.

I think that's a flaw with the setting that could be fixed.

It does not speak to the theme that these species are seen as generally lower/inferior by the galaxy at large if they can wield the most power in game.

Just Human/skrell captains are fine and represent that while tokens can exist in the position of CE or CMO, many species cannot attain higher positions in corporations because they're often forming a underclass in the majority of societies (Much of the galaxy is Skrell and Human ruled.) and viewed as lesser than by corporations. I would even go as far as to argue that we should regulate heads of staff species/characters more, but that is a argument for another day. 

In regards to how exactly this comes about in a IC perspective, as others have raised before, it is more than likely not really a official policy (except in the cases of Vaurca, I believe.) but simply extreme bias and xenophobia.

As the person in the head of the whitelist team, there is zero interest in changing what species can be what. Also, this is not the place to ask for this kind of change, use the suggestion forums.
