Modify the i113 'Animal Cruelty' charge to prevent schlorrgo abuse

The schlorrgo punting meme is annoying at best and damaging to the station at worst when people repeatedly and purposefully smash them into windows to break them. Just because some ass backwards furries on a dirt farming planet do it as a hobby doesn't mean we should enable it here.

Add a small footnote to the charge on the wiki, or in the notes section beside it. Nothing terribly drastic.

I don't think that adding something specific to a single mob is a good idea. At best reword it to add distress or something. I also kind feel this might be an ic issue, because a lot of time people just ignore things like animal abuse because of cultural backgrounds and influences.

I feel like the way to handle this already exists under the Vandalism charge. If someone's breaking parts of the station in any way, you can just brig/fine them for that.

People don't randomly abuse animals at their workplace, typically. Also some things considered okay in Tajara culture aren't acceptable on station as well, to the point where you yourself have DM'd me to stop.

Culture is a bad thing to use to deem it acceptable. Schlorrgos feel pain, so it falls under that charge already.
