Move the AI and Cyborgs entirely under the OM's and Machinist's purview

The alternative to:

There is no reason for the AI to be under the purview of the RD, when the RD has no staff qualified to run the AI anymore (and therefore would violate rules on qualifications). That's the job of the Machinist, which is under the OM. So, let's move this responsibility to the Operations Manager, and let them delegate the responsibility to machinists if they lack the skills.

It's sort of a weird one because the CE also has authority over the AI and can reset it. 

Tbf I think that the AI is more just 'under the purview of Command' than anyone specific at this point, resetting it tends to be round critical enough that all captains, RDs and CEs can, and probably some OMs too. 

Like, I've seen Cap, RD, CE, and OM in different times reset the AI and all of it I've not felt the need to intervene in. Overall it seems to err towards the CE who innately handles all AI problems (usually because the CE has to be the one to actually break in)

I wouldn't mind the OM getting this important responsibility, especially as the research director only really had it because they had the roboticist.

In practice I agree that the CE will likely carry the brunt of the work for getting in when an AI goes wrong, but I think the operations manager can be argued to be a more logical choice for being responsible for it. But the OM should explicitly be allowed to be more than just a paperpusher, they should be a mech savant and a toolmonkey, much like the CE, so when things do get wrong they don't get shit for knowing how to break in too.

It's a bit iffy though tbh, as it really depends on what heads are "there" in practice

Not all RDs have machinist backgrounds (and indeed, based on the fact that the machinist is under Operations, it would be very rare for this to happen). The RD automatically knowing how to work with the AI and cyborgs without having a machinist background is a violation of the rule that "[you] do not automatically have the knowledge of an entire department." So they would likely need to delegate to the machinist anyway. This is a weird holdover, and it would be better for the OM to have this job instead if we keep the machinist where they are now.
