Is a person, over a period of multiple years, maintaining, or archiving a collection of images or "micro-incidents" of a player breaking Rule 2, in fact breaking Rule 2 themselves?

I hate to see people pull up shit from years ago, if it was hoarded since then or recently dived down into.
