Tweak the IPC speech pattern for non-shells.

It has bugged me for the longest of times that all non-shell IPCs have the "Say" speech prefix instead of "States". They're machines, not constructed to mimic human life like the shell, so why would they have a perfectly human way of speech?

Eh, I say this is an acceptable change, given they are machines, not organic. However, Shells should retain the say speech pattern for the sake of mimicking human behavior. (Also for those untagged shells)

I agree with this. The speech verb should indeed be things like "states" over "says."
