Otherwise it is just a "work" vest or "utility" vest. The bright colors are valuable to have. Identifying a medic or engineer at a distance, for example. My journo wears a white one and the color pops against his civvies. The muted colors wouldn't work/make sense for him. I would support a resprite with closeable hazard vests with the existing eye-popping colors though. And would be fine with keeping the muted color sprites as a supplement to them. But the main point is real life hazard vests have reflective strips on them (It's blindingly bright too). The primary purpose of a hazard vest in real life is just so you don't get hit by a car at night. The colors are really just trying to add to the visibility. The security team I am on has blue ones that are similar to what Amory is showing. Edited July 12, 2019 by Nantei

Utility vests are there to hold items in various pouches and pockets like a webbing, a hazard vest is there to identify personnel in hazardous environments. I.e bright reflective clothing at night or hard to see conditions.

It's supposed to stand out and be a quick identifier when a person is in a dangerous or less that ideal location. It would help you be seen in the dark to prevent accidents from vehicles, tools, or construction equipment. It's also useful to rescue teams as a quick pass over an area with a flashlight allows one to easily find the reflective strips in a dark environment. In daylight it's supposed to starkly contrast with typically work clothing and make someone stand out to the typical observer, thus preventing accidents with tools, vehicles, and construction equipment.
