Well, I'm gonna say keep it the way it is. If you're understaffed and against dangerous nuke ops, there's always calling CC using consoles, faxes, and recruiting people (I.E trusted cargonians, engineers, civilians, and doctors.).

I think long range stuns would be great, less of a need to go right up to a criminal to get them down when your taser is done for.

Regarding crossbow usability...it's almost completely useless against more than one person. You can take down one person on their own, but if that person has armed and angry buddies you're likely screwed due to the long reload.

I think I remember. Imraj went out to medical to see if they would need any help in there, spotted a dead guy in the bridge, went to go in, got cornered. In that situation, I had no other exits besides the holes in the walls of the bridge. Which were blocked.
