I explicitly added a number of incidents that need to be reached before an arrest is actually legal to help curb people going overboard. Such as a few certain doctors that have a uh... tendency to go overboard with insults. Not pointing fingers

I'm honestly thinking that a clarification on if such behavior as Vox is acceptable, or not, would be sufficient. Clearly Sue and Sierra/Nibbles have (and myself, but my opinion isn't really relevant to this complaint as I do not feel particularly strongly one way or another) different ideas on what is, and isn't acceptable for a Vox player to do in a situation like this. I'd also think everyone taking into account the escalation here, and making efforts to avoid escalating in the future, may be wise. Or, if we want escalation, no action at all. I don't really feel that either party deserves more than a quick discussion/talking too.

That thing that people several parsecs away made, who basically have no real physical presence and is kind of ignored by half the station? Hokay. I can live with that. Updated to include Authorized Visitors. You can still call a hostile wizard names.

I am leery of making corp regs apply to hostiles at all. It may be better to have a set of regulations regarding outsiders/visitors/hostiles that is entirely different than corp regs. Iunno. Most people seem to feel that corporate regulations don't apply when we are looking at non-staff. The main goal of this regulation is to prevent folks from insulting/harassing their co-workers. Visitors can be covered by injunctions, orders, and other regulations on a round-by-round basis. Imo.

Crossbows have an inhand sprite. Katana has no crossbow in that picture. Then you didn't activate the sopos. You need to actively toggle on the chems. I can guarantee that you hit me with a dart successfully. I saw the "You feel a tiny prick" message. You could have spoken without shooting the sleepythings. Shooting first with a knockdown weapon is essentially a fight. As soon as you shot, you basically said in an unspoken manner that you weren't interested in talking. Had you had a weapon that could take hostages, taking hostages is also essentially resolving yourself to a fight. You had a chance to leave when I dragged Oliver away the first time and the meteors came. You had a radio as well for communication. You had a second chance to leave after getting stungloved as you drifted aft. You had a third chance to leave after killing Oliver. I don't fault you for starting a fight, that's what antagonists do, but it's concerning that your method was essentially "shoot to capture first." Once you fire a weapon, you need to expect that people are going to retaliate. I will point out that this is a philosophy you yourself practice in security virtually every round.

As far as I know we don't have our own separate corporate regs yet. (We really should have our own set) The bay wiki states fines that can be used in place of brig time. I simply kept the existing fine. Demotion was removed because demoting someone over a few mean words is ... kind of ridiculous. If someone is really excessive about harassment, you can find other ways to get them demoted. Neglect of Duty comes to mind, or Violation of Injunction. Changed it to "On Duty", which should encompass the entire shift. Works?

Quite frankly, this regulation does not work. It is the most-abused rule in the book, and gives security way more power to needlessly arrest/throw around their weight more than they need. It does nothing to stop abusive officer characters from insulting others in an attempt to bait out an arrest. I cannot think of many/any people that support keeping it in its current form in our corporate regs. I suggest we replace i109 with the following i109 - Harassment Description: To repeatedly (at least three instances minimum) insult, berate, or excessively rude to other member of staff who is on-duty or approved visitors to the facility. Notes: This is most commonly applied during arrests or demotions, but it also applies to harassing other staff for doing their duties in other civilian departments. At least three recorded or public instances must be identified for this charge to be legitimate. Increasing the time on this should be primarily reserved for harassment of command staff, as a rule. Penalty: 5 minutes. Additional Penalty: Up to 15 minutes. Fine: 250 credits

I'm not going to touch on this very much more, except to say the following: Ana Ka'rima/Issek/Ro'hi'tin has long been an acquaintance/friend of my own character since both of our old Baystation days. The two of them, and sue and myself, have a fair bit of history. Some of it quite good, others not so good. Ana was not always quite so bitter or violent. While she has had a hair-trigger as long as I remember, the overall violence and rapid escalation of her character has mostly been reactionary in nature to the high-stress environment that SS13 frankly is. While I will not comment on how acceptable such behavior is, I will state that since I last played with Sue she has become even more retaliatory and lethal than I recall her being on other servers when we did play together. Despite her nature to escalate issues, I still do not see her generally going beyond what she is permitted by regulations ICly. Ana/Sue may toe the line, but she does not generally cross it. In this case she used slightly more force than was necessary. She die not, however, break any actual rules or act out of character. Simply put, Sue isn't the person that needs to change when playing Ana. The regulations she follows do.

Because "occasionally" you will have miss-assignments or people who wish to transfer. All heads of staff have access to all employment records so they can check up on anyone wanting to transfer into, or out of, their department.

I can do a quick remap of the IAA office tonight, assuming this has support and skullsie/witt okay it. Shouldn't be hard. What do you feel should be in the office? Employment record computer is obvious (the console may need an access change however. I believe it's locked to bridge access.), anything else?

Sarah Scott was the acting captain at the time. I have no idea why Jawdat was near security. He had no reason to be there.

A few quick mechanics notes: 1. Vox dartguns do not, by default, carry sopos. They are medical tools which require that the user click on them to activate a particular reagent to mix. Sue did infact hit at least me, once, with a dart. It was likely empty and therefore useless. 2. You cannot use the hostage mechanic with any Vox weapons. Quick Rundown of the incident, as I saw it: 0. The Vox had, after attempting to steal from and harass mining (including breaking their airlock and stealing drill bits) mostly gotten captured. Except one. Sue was placed into this Vox or was it from the start. Engineering, as a whole, hadn't been involved in the round much and were gearing up to go home as the shuttle had been called. 1. The Remaining Vox player taunted, over a stolen headset, the station. Stating it had sabotaged atmospherics. In response engineering suited up and headed out to fix the breach before it could be an issue. 2. Nasir arrived first on the scene, surveyed the damage, stated that the damage was minor (and that the Vox was stupid, since it hadn't even properly vented the tank) and fixed it. Oliver arrived shortly after. 3. The Vox rounded the corner and shot two darts into Nasir. One of which bypassed his hardsuit and did jack squat due to being used improperly. 4. Oliver, who was armed, rushed at the Vox with a weapon. In response he was hit with a spike trower. The spike embedded, causing him to bleed. 5. Both Oliver and the Vox left Nasir's sight. Nasir asked Oliver to return, they did not, and then followed to pull them back in. 6. Oliver Cornered the Vox between virology and xenobiology, where the Vox had taken the stolen air canister (which was lulzy). A brief scuffled happened, and the Vox left starboard while both engineers moved port. 6.a. At this point, the Vox could have fled. And probably should have, as according to their lore they are 7. A collision event occurred. 8. Nasir and Oliver were seperated. Nasir found himself attacked by a slime which he had to wrestle off. 9. Nasir and Oliver met up by the engineering airlock, where the Vox returned and proceeded to equip two spike throwers. Oliver chased it behind the oxygen and nitrogen tank, while Nasir went to flank. 10. Nasir stunned the vox as it tried to pass the mix tank, then misstepped off of the tank before he could tie the vox down. 11. Oliver attempted to remove the Vox's internals while it was stunned. (Dumb) 12. The Vox stood up, jumped aft. 12.a. This was a second chance for the Vox to safely flee without repercussions. 13. Nasir and Oliver made a move to return to engineering, as they both needed medical treatment. 14. The Vox once again returned, dualweilding alien throwers again. Another scuffle broke out, this one launching Nasir away from the station and pinning Oliver to a wall and evidently killing him. 14.a. This was a third chance for the Vox, who had just been in a fight with multiple people, to leave. 15. Katana and another arrived on the scene, and were immediately bolted to the wall by the Vox, who had waited there for several minutes. At no point during any exchange did the Vox attempt any emotes or talk. The entirety of it's interaction had been to shoot at any station staff that came near it. Not only that, but according to Sierra Katana was shot multiple times while bolted to the wall. The vox had many, many chances to flee. Instead it continually returned and attempted to use solely lethal weapons, multiple weapons that were stored in its pack. (At least three). This, to me, does not seem in the least to be an attempt to take hostages (which, considering a transfer was happening, is a flimsy as hell excuse. Who would you trade them with?), nor an attempt to provoke meaningful conflict. It seems, quite frankly, to be an opportunity taken to "grab guns and shoot people". While Oliver and I did indeed deserve to get shot for chasing off the Vox from atmospherics, I do not believe for a second that there was any intent but to shoot the crew on Sue's part. Especially as a transfer shuttle was enroute. The fact that the Vox came back for more fighting three times is a very, very, clear indication of that. Now, weather "grabbing guns and shooting people" is acceptable or not due to the situation... that is really not my call to make.

I believe she was Head of Security, actually. If she was HOS, she was really only in the wrong by beating you. So a violation of i117 or i218©. Probably the latter, since a broken rib can easily be life-threatening.

"Insulting an officer" is indeed a crime, however it is not intended to be used in situations like that in the slightest. It's supposed to be a way to permit the arrest of someone who is excessively insulting or rude, such as screaming "SHITCURITY" over the radio or similar, not for a single offhanded comment. Additionally, I don't see you violating any regulations in the first place in the logs provided. Unless, of course, she was the head of security or your own supervisor had ordered you off. Security Officers do not have the authority to give orders in the manner that she did. That's a possible case for an i214, depending on her role at the time, and a definite case of i104©. Irregardless, beating your character in such a manner is a clear violation of i117, and probably a i218© due to the severity of the injuries.

My stance on the issue ICly is simple: 1. Security has no real place in determining what experiments the research department can perform. At all. 2. The IAA should be ensuring the proper paperwork if filled and proper precautions are taken. 3. Command should be determining if a project is viable and permissible. To clarify. Security : Their job is to uphold the station regulations, they are not the masters of the station nor are they even remotely qualified to make feasibility or judgement calls on scientific experiments. The extent of their involvement should extend to arresting scientists who fail to get proper forms filled out, or who cause intentional harm to the station or its crew. Security officers who overstep should be brigged and charged with exceeding official authority and demoted. Non-research crew who harass scientists for doing their jobs over the radio (such as a particular Tajaran EMT) should be slapped with misuse of comms. Internal Affairs Agents: Last night I had a wonderful set of exchanges with Frank Terrence, regarding engineering installing a TEG in the construction area that I had authorized atmospherics to build. Rather than simply asking for paperwork or attempting to get it shut down he asked me to analyze the benefits, and risks, of the project. This forced me to think critically about the project, and helped me notice a rather large flaw with the layout of the area. In my mind, that is exactly how the IAA should be involved with other research. They are the people who ask "Why", "How", and "What benefit can this give us". Command - More than any other individual, command staff represent their departments when it comes to large projects. They are the voice for their subordinates in overall station goals and directions, and often the people expected to consider how the IAA will play in. Each head, within their lane, should have and provide an opinion on large-scale or dangerous research. -RD : The director is in charge of, and responsible for unethical or dangerous projects directly. They need to understand that they are the ones who are ultimately at fault if something goes wrong, as well as the ones who should be pushing well thought-out and organized projects in the first place. As the head of reserach, they should be the ones who okay or deny a project -CE: The CE is in charge of, and responsible for the station integrity. If a project might risk station integrity or systems, they should weigh in. If a project needs station modifications to go ahead, they should be approving or denying the modifiations and assigning staff to perform the modification. -CMO: The CMO is in charge of, and responsible for crew health. If a project might risk serious crew injury or death, they should weigh in. Psychological evaluations, surgeries on crew-members (and ex-crewmembers), and treatment of the dead all fall in the CMO's domain, and should be reviewed by them. -HOS: The HOS is in charge of, and responsible for crew behavior. The extent of their involvement should be ensuring that nothing outright illegal by NT regulations is being done. Ultimately, this means they should have very, very little to do with high-end research at all unless it is used for theft, sabotage, etc. -HOP: The HOP is in charge of, and responsible for crew employment and finances. The extent of their involvement should be insuring that Nanotrasen will profit from research, and demoting scientists who fail to follow proper procedure and sign forms. Ultimately, they have very little say in high-end research except on a reactionary level. -Captain: The Captain, much like the RD, is responsible for all experiments carried out under his command. Often he will need to cover for the RD, sometimes without the RD's experience, and his approval and disapproval can be required for some high-end research. That said, in the end his job is to ensure that the station is working, following procedure, and communicating. The best way he can do this is by ensuring his staff communicate and coordinate, and cover empty roles in his roster.

Having seen secret votes in action: It mostly results in extended or secret. Virtually never with any other mode. Personally, I'll admit to being a very consistent votehopper. Why? One simple reason: -There exists a fairly large minority of players who will, intentionally or not, attempt to keep the votes "even" through some misguided notion of "fairness". This happens very, very often. Otherwise votehopping simply would not be an issue as there would be a clear majority winning gamemode most of the time. As long as there are people actively attempting to "even up" the votes" I will intentionally vote against my own desires until the last few seconds, and then swap. In truth, I am not changing which mode I want to play. I am simply preventing an imbalance caused by another form of dishonest voting methodology. I'm sure a few of you will say I fight fire with fire, but be it as it may, that is my reason for hopping. As long as it remains possible, I will do as such to help ensure that I can play a game mode I wish to play, or avoid playing a game-mode I do not wish to play. If you want to stop vote-hoppers, stack one game mode so their vote doesn't change anything. It is that simple.

This is not a good comparison. A better comparison would be as such: And I would argue that, yes. Ana would be within her right to wordlessly blow off that changeling's head. She has adequate reason AND gave ample warning of the consequences of a certain action. (In this case, if the changlings escaped containment.) Jauntla gave clear, ample warning that anyone trying to approach her would be shot. Simply being an antagonist gave her enough justification for violence, and by directly ignoring that warning, Houssam opened himself up to getting shot and killed. We all need to accept sometimes that we lose, and that we will die. While as players we may not particularly LIKE when a favorite character of ours dies, especially if a death feels unfair, one has to accept that it will happen sometimes. In this case Houssam openly ignored a warning by an antagonist and paid the price for it, which was a fast and wordless execution. This is no different than say, a captain dismissing a nuke team threatening to bomb the station and then following through with it when they are ignored. This is no different than security mowing down a regbreaker who refuses to come in quietly. This is no different than a medic forcibly sedating a person who is acting insane.
