Whether piping hot water, hot chocolate, or coffee, I think you could temporarily stun or disorient someone with an aimed splash to the face. On top of a mild burn, it could cause a spike of pain that goes away after. Sort of like an improvised, toned-down version of pepperspray or flash. Of course it won't floor someone, but it could make it hard to see for a couple of moments and cause enough pain to slow them down temporarily. A good option for a quick get-away or initiating a fight with an unfair, although slight, advantage.

If the liquid is incredibly hot, such as water off a stove or something(if we have an equivalent) it could cause even severe damage and be awfully debilitating.

I don't recall splashing ever really blinding or slowing down someone.

It doesn't slow down, blind, or debilitate anyone in any way to be splashed directly in the face with a very hot liquid? Unless I'm mistaken? I know it can burn. But it's incredibly minor, to my recollection, and I'm not sure it can be targeted to body parts. I know you can splash people at least. But not in the eyes specifically?

Hmmhmm. The title threw me off a little as you can achieve great things with zone targeting and a glass of acid.

I'd support more horrible downsides with getting splashed with hot liquids, ya!

I would say a blind is enough, as a slow down could feel incredibly punishing for what's essentially one of the easiest ranged debuffs you could get if it were to cause a slow down.

What I had in my head is that if you were drinking a hot cuppa, you could throw it in someone's eyes/face to then run away. A brief blinding would help, temporary slowdown MAYBE. If piping hot coffee, water, or something was thrown into your face you would be staggered for a moment. If it was extremely hot or a harmful substance, like acid, the effects could be more severe than just that. Sorry for my misleading title. I changed it.

It'd be pretty weak, ngl. The kind of thing where if you threw coffee in someone's eyes, you have enough time to get the leg up and run or throw the first punch. I'd also think there should be a delay before you could be stunned that way again.
