Remove communicate rune, replace with being able to communicate via the cultist tome

Title. It makes communicating with the cult a lot easier and much more convenient, and it stresses the necessity for cultists to protect and use their tomes in addition to handing out new ones to prospective converts.

I like it. It's gonna annoy me that it'll be easier for them to coordinate prison breakouts if you're nice enough to give the cultist their "reading material/art book" but I still like it.

Eh, can we just do what TG does? It's in the action bar on the top-left on the screen, its a black chat button with some red letter scrawled on it if you click you use an internal Radio Channel. Only works if you have a tome on your person tho.

Yes, but currently only constructs have them.

Give them to cultists, maybe make it require a rune to learn or maybe not, problem solved.

For TG there's a cult tab next to IC and Object that allows you to claw your arms open and draw on the floor in your blood, giving you the ability to communicate at the cost of damage.
