Arrow768 Posted October 30, 2017 Posted October 30, 2017 BYOND Key: Arrow768 Game ID: bRc-dk4I (or l) Player Byond Key: BrutishCrab51 Staff involved: Checked with CCIA -> A player compaint should be filed due to antag involvement Reason for complaint: Conduct unbecoming of a HoS Player Did you attempt to adminhelp the issue at the time? If so, what was the known action taken by administration/moderation? CCIA was contacted if a incident report should be filed @Whiterabbit said to file a player complaint instead due to antag involvement Approximate Date/Time: 30.10.2017, 22:50 UTC Details Regarding the Incident: Raiders have boarded the station and security was outmanned. HoS Eliade has handed Visitor Halstere a shotgun (According to Eliade they are a Off Duty HoS) After the situation in cargo has been dealt with and before all raiders could be apprehended Halstre went to the merchant that was currently docked with the station and attempted to sell the gun and the spare ammo to the merchant. In my opinion that is absolutely unbecoming of a Head of Security (even if they are off duty) as they should know much better than to sell a much needed weapon to a mechant for personal gain during a code blue with hostiles on the station. Chat Transcipt: Autovendatronic says, "Excuse me, a moment." Autovendatronic says, "Oh." Kalren Halstere clears his throat. Autovendatronic says, "A gun." Kalren Halstere says, "I am here to sell this." Autovendatronic stes forwards, again. Autovendatronic asks, "You are?" Kalren Halstere says, "Indeed." Autovendatronic asks, "Can I see it?" Kalren Halstere handed the pump shotgun to Autovendatronic. Kalren Halstere says, "A fully loaded shotgun, of course." Kalren Halstere says, "With shells." Autovendatronic removes a shotgun shell from the pump shotgun. Autovendatronic inserts a shotgun shell into the pump shotgun. Autovendatronic says, "Hmn.." Kalren Halstere says, "And, I have a second box." Autovendatronic says, "I'm not sure." Autovendatronic says, "Rather... old, one might say." Kalren Halstere holds up the box of shotgun shells. Take a closer look. Autovendatronic says, "Scarred." Autovendatronic says, "But." Kalren Halstere says, "Historical." Autovendatronic says, "I am willing to take it." Kalren Halstere says, "Reliable. Yes." Autovendatronic asks, "How much would you charge?" Autovendatronic asks, "1500 credits?" Kalren Halstere says, "No more than a few hundred credits." Kalren Halstere says, "Ah-" Kalren Halstere says, "That is acceptable." Autovendatronic says, "A few hundred."
keinto Posted October 31, 2017 Posted October 31, 2017 I was the warden that round and witnessed Kalren taking the shotgun off the armory. I have not played warden that much so I am unfamiliar with the default manifest of the armory, but by the end of the round I recall having two shotguns back in the locker. Correct me if I am wrong but that is how many shotguns start there, right? But having read the logs I am not so sure anymore. What I would like to be resolved if any staff wants to bother going through the logs, is what happened to the second energy carbine that went missing after the HoS, me, and Kalren took weapons off the armory. We were told through the radio that Kalren had left a voidsuit and a weapon in the security lobby desk and he called us to retrieve them, but we were busy at the time and were not able to respond. We figured he just left a weapon in a public space, and some randy took it. I believed this weapon was the carbine, but the logs show that the only weapon confirmed to be in his possession was the shotgun. Off-duty personnel from security should never be given any access to the brig to be honest, specially when there are already other sec staff present.
Faris Posted October 31, 2017 Posted October 31, 2017 Could more information be given on the round type? The circumstances and such?

Off-duty personnel from security should never be given any access to the brig to be honest, specially when there are already other sec staff present. I was juggling between interrogating raiders and looking into the missing carbine, and I PDA'd Halstere about it since he was one of the few guys from the get-go to actually have guns. Via PDA he did claim he put the carbine on the desk with a voidsuit, and that was the last he saw of it. Could more information be given on the round type? The circumstances and such? It was a raider round where security met a team of two of them in Cargo. A single officer managed to take them down, and apparently Eliade armed up Halstere with a shotgun because of a lack of sec officers. I don't really recall checking the manifest, but I do know we had a bit of a deficiency, as Daniel Carmichael was the only responding, active officer for a while. Apparently they weren't very good raiders, as one fell down a hole and died early on, one went SSD and was never replaced, and two were captured while one was killed.
Superiorform Posted October 31, 2017 Posted October 31, 2017 Eliade piped up about the shotgun, so he couldn't sell it to me. The energy carbine however, we did some backroom dealings to sell it to me.
Brutishcrab51 Posted October 31, 2017 Posted October 31, 2017 I'll throw my two cents in here. Now, the situation in question had dropped to Code Green by the time Halstere had wandered up to the Merchant's ship with a Shotgun (Which was later returned to Security by Halstere), where the last Raider, Ae-Something had been seen. A Tajaran in an Engineering suit. She turned herself into Security not long after, and it essentially became Extended. Now. Halstere, a Martian (A planet known for its crime, gambling, and aggressive nature) with anti-ATLAS sympathies (Eliade is an ATLAS member, and ATLAS-supported elements have been messing with Mars, including shooting Martian leaders and storming Martian government buildings), an avid understanding of protocol, who had essentially been conscripted - in this case, literally had an Energy Carbine shoved into his hand -- attempted to hand off equipment to Security at their lobby after the incident. They didn't respond to the buzzer, so I left and informed Security to pick up the equipment. I then spoke to the Merchant - without any of the equipment on-hand, and we actually came to a would-be deal in regards to the Energy Carbine. So, under the belief it wouldn't be missed - and, it wasn't, Halstere got off scott-clean -- he made a private deal with the Merchant, walked back to retrieve it, returned, and then sold it. It's worth noting that Halstere had been assaulted by Security in that same round. Flashed, threatened with a taser, and pain-crit'd to such an extent by tear gas that he had to be transferred to Medical by an Officer who, simply didn't like him. Similarly, when he was 'conscripted', he constantly faced abrasive behavior from the Security Robots and quickly became frustrated. Particularly when said Security Robots locked him inside a depressurized maintenance tunnel. It'd make sense that he, with all these other varied reasons, wouldn't exactly be put-off by selling off a weapon during such a round, particularly after the danger had passed? Heck. He even got a permit for the sword the Merchant offered him during the deal, from the Captain. He was searched twice by Security, and let off without issue. It may be unbecoming of an HoS character (Off-duty as it were) if there were no exceptional circumstances to the situation, except, there were, and it's important to remember that a Head of Security is still a human, capable of mistakes and acts of anger or frustration, as was such in this case.
Scheveningen Posted October 31, 2017 Posted October 31, 2017 We reviewed this briefly and think it might be best if it were redirected to CCIAA to be part of their concerns to handle. And no, the antagonists did not have enough direct involvement to invalidate the action as non-canon, despite being the context for why Kalren was given a shotgun, antagonists barely complicated the matter to the point where nobody can acknowledge that this sort of catastrophe happens. The actions of the characters matter more than what the antagonists attempted to do but got taken out of the round due to their own mistakes
Azande Posted October 31, 2017 Posted October 31, 2017 Hi. I was the HoS. The shotgun was returned, it was never sold. What was taken and sold was a carbine. This was after Security staff had grossly mistreated Kalren, despite his aid to our department at the time. A Security Cyborg locked him in a breached tunnel by closing shutters on him while they were sweeping TOGETHER, Security ended up shoot him at one point apparently, and basically he was treated like shit by everyone despite him volunteering to get seriously injured in defense of the crew. He was pissed off, and sold something to a merchant. Can we please not file complaints about such petty BS.
Arrow768 Posted October 31, 2017 Author Posted October 31, 2017 The only reason why the shotgun has not been sold is because they were spotted and reported before they could complete the sale. Now, the situation in question had dropped to Code Green by the time Halstere had wandered up to the Merchant's ship with a Shotgun (Which was later returned to Security by Halstere) That statement is not correct. We were still on code blue when you attempted to sell the shotgun to the merchant.
Faris Posted October 31, 2017 Posted October 31, 2017 So, I don't feel this complaint in particular should sit around too much. At this time, CCIA has declined to take this as a potential Incident Report due to the antagonistic involvement of this round along with the factors attributed by the raider presence. I also don't feel this would warrant an Out-Of-Character action from the staff team and especially the command white list team. Decisions like these while not entirely becoming of a Head of Security on board as a visitor, but we felt the actions that led and what occurred was justified and valid as to not necessitate action on our end to the player themselves. This along with testimony from players involved here has made us deem this as a non-issue. Since I gave my verdict quite fast, I'm going to let this sit for 48 hours instead of 24 in case more relevant information is brought to light.
