How about this; a novel, revolutionary concept, I know - don't put yourself in a situation where you need to count on stupid game mechanics to survive. Run. Don't stand and fight against overwhelming force. When it gets to the point a heavily outnumbered traitor can block the taser bolts of 3 officers firing consecutively on him and not even get hit once we have a problem.
