It's a bit much for a whole department, but I think you can roll ICT and ComCor into one job (or two if malware is serious is enough) because having one guy just to look and see who insults NT in the bar is a bit much.
On the other hand, making it just one guy would stop it from taking over everyone's job, and making sure that there's always work to be done.

They actually treat people well, so in terms of being able to be an example for the department. I haven't seen them interim (but they show enough knowledge to lead) so I'm leaning towards a

Speaking from experience, anything that isn't completely mechanic-backed will be fudged if the people don't want to RP.

This is still one of the better suggestions, have it a heal-over-time and reserve the insta-heal for nanopaste.
I think the welders should be slow, but the cable coil should be a bit slower due to only being needed in the limbs.
Personally, a bit of the crates are powerful, so they should be extremely unreasonably priced.
Otherwise, I like it because it allows cargo to function well and give everyone everything and the kitchen sink during an emergency.
I prefer the 4 hours to an IRL hour idea so that progressions isn't too fast, if you want to speed it up, make it eight hours.
Personally, hour to a day seems a bit overkill.
That, and Bygone's played with a bound synthetic, and I think with all the AIs played, he understands the concept of being a synthetic. Also, an IPC ALICE would be freaking cool.
