If you're making an excessive mess, only then should security be called. Otherwise we're going to likely have trigger happy power tripping officers arresting anyone over a dropped cigarette. Hooliganism can only barely be stretched to fit it. We had a discussion about it ICly, and according to the text as written, it's not really justifiable in that regard.
