From what I can see, any lore event that happened within a region, involved most if not all demographics in that region. Sometimes it's not possible to extend its influence too far to bring as many people. The ones that involve the most tend to be ones local to Tau Ceti as every faction has a stake there. The Skrell arc perhaps from an article point of view didn't involve every species, but the events that occured and the time in between had a hook for every character to involve themselves in some capacity if they so chose to.
